The record lives in a public register that anyone can search — a shopper, a researcher, a journalist, a doctor — with the pack carrying the list and a link to the full entry. Disclosure is a condition of sale: a product whose contents are not disclosed cannot be imported and cannot be sold. No commercial-in-confidence exemption, because a recipe is not a trade secret when the trade is putting it inside a person.
